Defeat Goodman in Survivor Play mode to unlock all the artwork, including all ending scenes for all characters. He will be the twenty first opponent you will face. After defeating Goodman, win the following rounds in Survivor Play mode against Goddess Athena, Mizuchi, Neo-Dio, Shin Shishioh, then exit. If done correctly, a message will appear saying whatever character you defeated is now a playable character in all modes. After unlocking them, Mizuchi, Shishioh or Neo-Dio can be selected by moving the pointer off the left or right side of the character selection screen. The pointer will disappear and highlight one of those characters. Press Up or Down to choose one of them. After unlocking Goodman, highlight Yuji and press Right or highlight Ai and press Left at the character selection screen. The pointer will disappear and highlight Goodman, however his character portrait will not appear. Also, Goodman cannot be teamed up with another character.
