At Capcom Cup this year, Capcom revealed the third character to be introduced in Street Fighter V . That character is Charlie, a character we haven’t seen since Street Fighter Alpha . Charlie shows up in a cutscene where he puts on his glasses, and a mark shows up in the middle of his forehead. This is the same mark that Gil and Urien had in Street Fighter III , the mark of the Illuminati. I guess this answers the question of where he has been since the Street Fighter Alpha series.
This also puts Street Fighter V squarely after Street Fighter III in terms of story timeline. This means we will likely see characters like Dudley, Makoto, Ibuki, and even Oro and Q again. Unfortunately, we still have not seen evidence of a parry mechanic returning.
