Drop off Michael at the westside area of the balcony roof. Go rappelling down the side of the building and look out for your target, smash the window and grab him once you get the opportunity. Character swap to Franklin and cover mIchael using the Sniper Rifle. Shoot the helicopter pilot and escape. Look outside the window with Michael and sweep out all the chasers using the MG.
