First arriving in 2002 on the PlayStation 2, Grand Theft Auto: Vice City is the sequel to 2001’s groundbreaking Grand Theft Auto III. Adopting the same gameplay formula and mechanics as its predecessor but transporting them to the neon-soaked streets of an analogue for 1980’s Miami, Vice City is one of the most celebrated video game sequels of all-time. It expands on the elements of GTA3 in nearly every way. Notably, Vice City features a fully-voiced cast and protagonist, something that would become a standard feature in future series entries.
Similar to other games in the series, Grand Theft Auto: Vice City generated equal amounts of both praise and derision upon its release. While many players and critics praised the game for its incredible soundtrack, open-world design, and addictive gamplay, others criticized the game’s depiction of crime and accused it of glorifying violence and abhorrent behavior. Regardless of any attacks on the game, it is still one of the most successful releases on the PlayStation 2. To date, the different versions of Vice City total over 17.5 million in sales.
Development on the title began just as Rockstar Games was wrapping up Grand Theft Auto III. Vice City even uses the same engine and many similar assets. While the project began as an expansion to Grand Theft Auto III, it eventually ballooned into its own standalone title. Vice City is absolutely one of the best PS2 titles and one of the most important and influential video games of all time.
Grand Theft Auto: Vice City Premise
Vice City drops players into the shoes of recently freed mobster Tommy Vercetti. Tommy has just been released from prison and is looking to fet back into the Forelli crime family. The family’s current boss, Sonny, sends Tommy to Vice City to oversee a drug deal. Things go horribly wrong for Tommy and he’s left to pick up the pieces and track down the people responsible. While Tommy initially answers to Sonny, he eventually makes a name for himself as Vice City’s resident crime lord.
Action in Vice City is similar to GTA III and takes place from a third-person perspective. Players can navigate through the open-world map on foot or in vehicle. The game is also the first 3D series entry to feature motorcycles and boats. Combat is an important part of gameplay and features an improved lock-on mechanic over GTA III. Additionally, Tommy has 35 different weapons at his disposal compared to Grand Theft Auto III‘s 13.
The core gameplay loop still involves accepting various missions and side missions to progress the story. That said, Vice City does include several new mechanics for the series. In addition to minor cosmetic features, players can invest their money into real estate around Vice City. All properties owned contribute sums of money to the player at regular intervals. Further, each property features its own unique perks such as unique cars that spawn outside or health and weapon pickups.
Grand Theft Auto: Vice City Main Characters
The plot, setting, and dialogue of Vice City all call to mind several iconic 80s crime thrillers. In addition to the obvious comparison of Scarface, Carlito’s Way and the TV series Miami Vice are major inspirations. Thanks to the game’s cinematic flair, Vice City features several iconic characters who are all voiced by celebrity talent. Main characters in Grand Theft Auto: Vice City include:
- Tommy Vercetti: The main character of Vice City and the game’s protagonist. Tommy (voiced by Ray Liotta) is a mobster getting back on his feet after some time spent behind bars. His iconic appearance is that of blue jeans, white sneakers, and a teal Hawaiian shirt.
- Sonny Forelli: Sonny Forelli (voiced by Tom Sizemore) is the main antagonist of Grand Theft Auto: Vice City. As the head of the Forelli crime family he is Tommy’s boss and, eventually, his main enemy.
- Ken Rosenberg: Ken Rosenberg is a crooked Vice City lawyer and clearly inspired by Sean Penn’s character from Carlito’s Way. He is the first connection Tommy has to Vice City’s criminal underworld.
- Juan Garcia Cortez: Juan Cortez is the mastermind behind the initial exchange that sets off Grand Theft Auto: Vice City‘s chain of events. He resolves to help Tommy find out who sabotaged the deal and ends up being an ally to Tommy as a result.
- Lance Vance: Lance Vance initially assists Tommy with his search for the individuals responsible for sabotaging the deal. It is later revealed that he has ulterior motives and betrays Tommy. He is veru clearly based off of Ricardo Tubbs from Miami Vice.
- Avery Carrington: Avery Carrington (Burt Reynolds) is Vice City’s resident real estate mogul and helps Tommy get information and valuable connections within the criminal underworld.

Grand Theft Auto: Vice City Cheats
So, you’re looking to play some Grand Theft Auto: Vice City and want to have as much fun as possible while doing it. Thanks to an abundance of supported cheats, players can create as much mayhem as their hearts desire regardless of platform. Note that several cheats that were once active in older versions are no longer active as the Definitive Edition‘s release. We have chosen not to include those cheats since they are not applicable across all versions.
Whether playing on PC or console, players will enter cheats by either typing down the code as it appears or entering the button inputs as they appear.
