Some 360 Titles' Load Times Worsened after HDD Install

None

In reaction to consumer comments that Halo 3 actually functions worse after installing the game to the 360’s HDD, “uber engineer and Chief Caching Officer, Mat Noguchi” explained on the Bungie web site that it is normal for games developed before the install announcement was made to suffer from extended load times.

That’s because most games make use of the console’s utility partition for caching frequently used data, such as multiplayer maps in Halo 3. Consequently, Halo 3 (and most previously released titles) will continue to use the utility partition despite already having been installed to the HDD. Because any I/O device’s head either reads or writes data, but not both simultaneously, players who have installed the game will have to wait for one I/O device to accomplish the work that two did previously, resulting in slower load times.

Nevertheless, improvements such as quieter performance during gameplay and less wear-and-tear on your DVD drive may still be worth a bit of your patience.
